The certificate wins the tender. The audit keeps it.

A contracting officer accepts your bid because you hold the standard. Twelve months later they ask who read a restricted file, when, and where the tender record is. If the answer is a shared drive nobody can account for, the finding is yours and so is the risk to the contract. Compliance is not the badge on the proposal. It is whether the data behind the badge is actually handled the way the badge claims, and that is checked after you have won.

Each read of a protected record writes an audit entry: who, when, which record. When a contracting officer asks who opened a file, you answer from the log rather than from memory.
